Assignment position title: Gender and Development (GAD) Advocacy Officer
Name of Host Organisation: National Commission on the Role of Filipino Women (NCRFW)
Location: Manila, Philippines
Duration of assignment: 12 months

Description of the Host Organisation:
The NCRFW is a policy advisory body under the Office of the President of the Philippines. It is mandated to review, evaluate and recommend measures, including priorities to ensure the full integration of women for economic, social and cultural development at national, regional and international levels, and to ensure further equality between women and men.

The NCRFW's major programs and projects include:- Conduct of policy studies and gender-based analysis of priority policy issues
- Provision of technical assistance / advisory services to key government agencies and selected local government units to mainstream gender concerns in their policies, plans and programs
- Monitoring of implementation of GAD-related laws and international instruments on women
- Development of institutional mechanisms and tools for assisting agencies and local government units in the implementation of their gender mainstreaming efforts

Assignment description for the AYAD:
- Assist in the development of Information Education and Communication (IEC) materials Assist in lobbying for the Local Sectoral Representation (LSR) Bill (The LSR Bill provides for the representation of marginalised groups, including women, at the local level)
- Provide training and assist staff in preparing appropriate advocacy materials
- Assist in the development of the GAD Resource Network and GAD Resource Centres
- Assist in the development of the GAD Focal Point (The GAD Focal Point is a government initiate designed to facilitate gender mainstreaming)

Assignment outcomes to be achieved by the AYAD:
- Developed IEC materials to increase awareness and generate stronger support of legislators for the passage of the LSR Bill
- Further developed the GAD Resource Network and the GAD Resource Centres
- Trained staff in the development of reports and annual plans

Qualifications required by the AYAD: Relevant Degree or Diploma

Experience required by the AYAD:
- Experience in developing IEC and advocacy materials
- Experience in training would be an advantage
- Personal qualities required by the AYAD for this assignment:
- Culturally and gender aware
- Ability to work well in a team
- Willing to learn

Description of assignment location:
The AYAD shall be located in the NCRFW Office, Manila, situated within the Malacañang Grounds where the Office of the President is also located. Check points are situated in every entry point and are guarded by the Presidential Security Group.
